With an under-construction (off-plan) condo, you don’t pay everything upfront — payments are released in stages as the building rises, under a standard Housing Development Act schedule. You typically pay a booking fee, then about 10% on signing the SPA, with the balance drawn progressively by your bank as construction hits each milestone, up to vacant possession.
How progressive payment works
Off-plan purchases in Malaysia follow a regulated schedule (Schedule H/G under the Housing Development Act). Rather than paying the full price at once, your loan disburses to the developer in tranches tied to construction stages — foundation, structure, walls, roofing, and so on — so your outlay tracks progress.
The typical path to keys
- Pay the booking fee to secure your unit.
- Sign the SPA and pay around 10% (often helped by the exemption and developer package).
- Your bank releases progressive payments as each stage completes.
- Vacant possession — the developer hands over keys with the Certificate of Completion and Compliance.

What it means for your cash flow
The staged structure is buyer-friendly: your instalments during construction are usually based only on the amount disbursed so far, easing early cash flow. It’s one reason off-plan suits buyers who want to spread commitment over the build period.
