Bandar Madani Bukit Jalil Registration Is Open: What M40 Buyers Should Know Before Applying (2026)

Quick answer

PR1MA opened online registration for Phase 1 of Bandar Madani Bukit Jalil on 12 October 2026, after the Prime Minister announced it in the Budget 2027 speech. The township is reported at about 17,000 homes. PR1MA’s standard rules apply: Malaysian citizens aged 21 and above with household income of RM2,500 to RM15,000 a month, buying a first or second home to live in. Prices have not been published by PR1MA; figures raised in Parliament range from about RM200,000 to RM480,000. Registration is free and is not a booking, but residents and the area MP want the project paused for planning reviews, so treat it as one option, not a sure thing.

What was announced, and when

Prime Minister Anwar Ibrahim named Bandar Madani Bukit Jalil in the Budget 2027 speech on 9 October and said registration for the first phase would open on 12 October. PR1MA, the M40 housing agency under the Ministry of Housing and Local Government (KPKT), followed with a statement on 10 October. It listed planned community facilities: a vertical school, a health clinic, parks and recreation areas, and a “Hab Madani” for residents.

Registration runs through PR1MA’s official portal. Federal Territories Minister Hannah Yeoh has said Phase 1 remains subject to conditions and planning permission from DBKL, so a registration page being open does not mean every approval is in place.

The numbers reported so far

PR1MA’s own statement did not include prices or a unit breakdown. The figures below come from media reports and from Seputeh MP Teresa Kok’s remarks in the Dewan Rakyat on 13 October. I show them because buyers are asking, but please treat them as reported — verify until PR1MA publishes official pricing.

ComponentUnits reportedPrice cited
PR1MA homesAbout 14,200RM390,000 to RM480,000
Rumah Madani / Residensi MadaniAbout 1,750RM200,000
Civil servants’ housing (PPAM)About 1,050RM360,000
TotalAbout 17,000Official prices not yet published

The Star reports buildings of up to 40 storeys on about 26 hectares across government plots in Mukim Petaling. Kok argued that most units would be priced close to market rates in Puchong and Bukit Jalil. That is a fair question for any buyer to test against the open market before committing.

Who can register: PR1MA’s eligibility rules

PR1MA’s official eligibility page sets out the general criteria for its homes:

  • Citizenship: Malaysian citizen.
  • Age: 21 and above, single or married.
  • Income: individual, or husband and wife combined, between RM2,500 and RM15,000 gross a month.
  • Ownership: the PR1MA home must be your first or second home.
  • Use: owner-occupied only; sub-letting is not allowed.

PR1MA homes also carry resale restrictions. Check the exact moratorium in the project’s terms and your SPA rather than relying on what you hear from friends. The civil servants’ and Rumah Madani components may follow different rules, so confirm which category you are applying for.

For example, the Federal Territories’ Residensi MADANI programme (homes up to RM200,000) lists different conditions on its official portal: Malaysian citizens aged 18 and above, born in, working in or registered to vote in a Federal Territory, buying a first home only, with a 10-year resale moratorium. Its income cap is stated inconsistently on the portal (RM8,000 household in one place, RM10,000 single or RM15,000 married in another), so confirm with the agency before applying (reported — verify). PR1MA’s own RM2,500 to RM15,000 range is confirmed on both its eligibility page and FAQ.

Why residents want registration paused

On 14 October, residents’ groups from Bukit Jalil, Bandar Kinrara and Taman Puncak Jalil handed a memorandum to Kok, endorsed by 75 associations and NGOs, asking the government to halt registration until DBKL finishes its planning studies. Their concerns:

  • Density: they say the plan is not consistent with the Kuala Lumpur Local Plan 2040.
  • Traffic: congestion is already heavy; residents want a rail link.
  • Schools and healthcare: classroom and hospital capacity.
  • Supply: Kok estimated about 95,389 homes in the area by 2031 from existing and approved projects, even before this township.

Why this matters to you as a buyer: planning changes can mean revised layouts, phasing or timelines. A heavily built-up area can also face more resale and rental competition later.

How I would approach it if you are eligible

  1. Register only on the official PR1MA portal. Registration is free. Do not pay anyone a “registration” or “priority” fee.
  2. Check your loan capacity now. PR1MA says bank loan approval takes about a month after booking, and LPPSA about two months. Banks are approving fewer loans this year; see how to get your home loan approved.
  3. Civil servants: compare LPPSA options. Read our LPPSA RM1 million financing guide.
  4. Know your first-home savings. Budget 2027 proposes full stamp duty exemption on first homes up to RM500,000. See Budget 2027 for home buyers.
  5. Compare against the open market. If the final price lands near RM450,000, list what that buys elsewhere: tenure, size, rail access, resale freedom and move-in date.
  6. Keep a plan B. Balloting, approvals and construction take time. Do not put your life plans on hold for one registration.

💡 My practical view: registering costs nothing and keeps the door open, so eligible buyers can do it. But the real decision comes later, when official prices, layouts and the SPA terms are out. Compare it with homes that have no owner-occupier or resale limits. We did a similar exercise in PR1MA vs D’Parc vs Emerald Hills in Cheras.

What to compare it with nearby

Bukit Jalil sits between Old Klang Road, Kuchai Lama and Puchong, where several new projects are already selling.
